So this (the bumass td and even potentially the example given) would be an Unnecessary Roughness call and is therefore discretionary and not automatic/defined, which is why you keep going back to Targeting because it is a defined call. Unnecessary Roughness is not defined but is instead a broad definition left to the officials discretion. Hitting a defenseless player at any point in the game has been ruled as a Personal Foul even if the type of play is not defined.
