The rules are the rules. If you use common sense, you try to determine intent. Too many cases where you can’t interpret intent, cuz how can an official see inside the mind of the player. Too many times I’ve seen the offensive player lower their head and initiate contact. Until this rule is applied proportionally, it is a bogus rule.

It would be like in the NBA with flagrant fouls. Targeting 1 and targeting 2 penalties...

^ Exactly. I said the same on page 1

And, it would make 80% of these targeting calls go away.

It shouldn’t even be an ejection. 15 yard penalty and move on.

Also shouldn’t waste replay time on them either.
