Fyi, if you are missing THAT many bids, its probably best to postpone day 1 for a day (2-5 it doesn't matter), day 1 is just too big to let THAT many teams miss. I went back in and looked at who hadnt submitted and found that some teams were capped hard (Cavs, Bullets, etc.) and others who havent been active in sometime (Nets, SuperSonics, etc.).
