A couple big changes have been passed by the D1 Council and couple others are moving down the approval line.
1. Early signing period starting third Wednesday in December and lasts 72 hours. This has to pass a couple more steps, but this is huge news!
2. Limiting annual scholarships to 25
3. A signing limit exemption: If a signee becomes injured and must give up football, he would not count toward the signing class limit of 25
4. A hiring limit on those “Individuals associated with prospective student athletes”. A personal favorite of mine, as will reduce the back-room deals that seem to fall through the cracks in recruiting
5. A limit to offseason camps: FBS schools hosting camps and clinics will now be limited to a 10-day period in June or July and requires these camps occur on campus or in facilities regularly used by the school. That means satellite camps are almost effectively eliminated. Clinics, large-scale events hosted by multiple schools, are still allowed off-site, however. This change goes into effect right away.

1) I'm not sure what the net effect of this will be. Is it good because the USCs and Alabamas fill up or is it bad because the Arizonas and Nebraskas lock in players we might swipe?
2) Seems like this would have been good for the old regime. It could be bad for next year when we could take a bigger class and maybe due to a change in recruiting philosophy.
6) Does this allow us to recruit at and/or piggy back off of events like The Opening?

I think the early signing period is both a good and bad thing for schools like Oregon. They're now less likely to lose players who commit early and want to sign early but now there's potentially less opportunity/time to flip guys towards the end of the cycle.
As for satellite camps, it's not really that big of a deal since Oregon hosted camps both individually and collectively with other schools.

I'm kind of surprised the NCAA's lawyers went ahead with the hiring limitation rule. The organization already conceptually is flying very close to the sun in terms of its antitrust status given some recent rulings, but that kind of explicit limitation goes a step further.
