Isn't the modern defense to blame Mexico/Latin America?

Is that a thing? I've seen the 'blame the supplier' strategy used with guns, so I guess it makes sense to try it with drugs.

Blaming Mexico/ Latin America is blaming the supplier.

Can't be your fault if you find someone to blame.
