Job isn't a step down at all, bigger conference, bigger salary, and more opportunity. If he can just get that program to 500 in a major conference he will be able to land a better job in 5 or so years. Sure they are in the crapper right now, but a coaching job at the worst team in the PAC is better than any job in the WAC
