There's two different forms of Free Agency. Offseason and during the season.
Since the offseason is passed, you can sign Free Agents to only minimum/1year contracts. Anyone from the free agency list is available to be signed. During the offseason, following the Draft, is a Free Agency period. This is the more indepth period where birds matter, like I described earlier in this thread.
Pretty similar to real life, please read the Rules section if you haven't already.
