Sounds to me like a couple possibilities.
a) The "anonymous source" from Miami doesn't know what they are talking about and the offer will be extended.
b) The Miami staff believes that Brown isn't serious about committing to Miami and just wants to official to see his brother. Since they already have two stud RB's, they may just want to skip the publicity a Brown visit brings and focus on the players they have.
c) The Miami staff is trying to play hard-ball and will experience a tidal wave of pissed off fans and boosters because they turned away the #1 recruit in the nation, who wanted to official.

I'm actually on Miami's side here. For the first time I'm completely tired of this kid's sideshow and he should have had all this handled by now IMO. Big decision, yes, but he committed over a year ago to them. Also there is no reason this kid could not have registered for classes so he could be at spring practices with his respective team. He's not in school now.
From this point forward I'm not reading on BB until 3/16, which by the way is the exact date of my son's 4th birthday, so at least that may be a sign.

If you check the headlines posted on his 'mentor's' website, there seems to be a pattern of posting articles that are supportive of whichever school was most recently visited by Brown. Looks like a great way to promote Butler's outfit, rather than streamline the process.
Regardless of which team BB ultimately chooses, I think the main part of the decison has been made for a while.

Brian Butler, Brown's advisor, told The AP that he was unaware those scholarship offers have an expiration date
