ND will always get good recruits, regardless of their current patheticness, due to their history. One of the biggest misconceptions ever.
Minnesota, Pitt, Georgia Tech, etc. have great history. They don't recruit like Notre Dame does.
Notre Dame's ridiculous TV deal (every home game being on national TV) and their auto BCS bid tie in are the reasons why recruits go there. Exposure.

I think they don't get the recruits because they play in conferences where they are overshadowed by other top-flight programs (ie Michigan, Ohio State, Florida State.)
