NCAA Investigation of USC

It looks like the NCAA investigation of Reggie Bush and OJ Mayo have been combined into one probe. Lack of institutional control is a possible outcome.

Yes. That makes a lot of sense. You commit violations that cause an NCAA investigation and it's really just other teams trying to "get you."
