Random thought, with all this fake tiering of the Leastern conference, should we re-conference based off every season's results? Stackrank all records then split 1 by 1 into the West/East .
Not a serious idea, but funny since it might have teams like the Nets not even making the playoffs at that point

I'd like to propose a rule that you can't dump a 1st for nothing. With a contract at least you can argue for real cap relief, but a 1st? No chance you shouldn't at least be able to get a couple 2nds for it, and it's terrible for league balance to let teams trade away all their 1sts then just scoop up new ones for free.

Eh. It's happened before (with later picks) and does provide cap relief, especially for cash-strapped teams that would rather have 2 vet mins over a 0 MPG rookie.

I was never a fan of allowing the straight dump, but now we're at 2 this year including a top 20 pick. It's a huge advantage in many ways for the top teams, they can trade away 1sts for stars knowing they can just get one back for free if they happen to be online all day.
Edit- If we REALLY want to allow it, we should make it that if you want to dump a 1st for nothing you have to post it to waivers for some minimum amount of time.

What would everyone thoughts be about potentially changing up some of the divisions to balance out the GM talent in the league

If we look at dd10's top 10 GMs (Slightly dated), they come from these divisions:
Atlantic 5
Central 1
Midwest 2
Pacific 2

Sure but 8 of those championships come from Suns and Grizzlies (who are both on his top 10). Where is the data that backs up the Atlantic being the best division in the league? And if you take out suns and grizzlies (the top two in the west) why can't you take out the top two in the east? I think if you want to do something like this, you have to come to a consensus on how to evaluate GMs in the first place; as in, the criteria agreed upon. Also, you are not factoring in the fact that 5 out of the top 6 most nefarious GM's come out of the west.

Part of it is also going to just be the nature of the league... teams tank looking for elite talent, the top contenders use that to pick up more talent cheap which means long windows. And record isn't always indicative of GM skill, since a smart GM is going to bottom out for a couple years every so often rather than stick in the middle. If you tank and miss, whether a bad draft, an unlucky bust, pushed down by someone else's lottery luck... well you need to tank a couple more years.

Honestly, most of the alleged "imbalance" is because of GM's in the west trading all their good players to Suns/Grizz/Blazers/Clips (the Nefarious 4)... the nefariousness runs high in those 4. The east doesn't make as many bad trades as the GMs in the west besides the Nefarious 4.

East: 7 teams with higher than .500% playoffs winning percentage
West: 4 teams with higher than .500% playoffs winning percentage
East: 6 teams with multiple finals appearances
West: 4 teams with multiple finals appearances
Again, Grizzlies and Suns help West look good, but East has more depth.
Now Atlantic specifically...
Atlantic 5 teams with multiple finals appearances
Central 1 team with multiple finals appearances
Midwest 1 team with multiple finals appearances
Pacific 3 teams with multiple finals appearances
Atlantic 6 teams with over 50 playoff wins
Central 3 teams with over 50 playoff wins
Midwest 3 teams with over 50 playoff wins
