I think once someone starts a quarter as a schollie, it counts against the limit. Devon will have to wait until January no matter what, 25 signee limit as well.

Couldn't he continue classes at USC (I assume tuition/books are already paid) and then transfer for winter term? Doesn't damage his academic standing or cost a bunch of money out of pocket.

No. There will be a scholarship available for him next term.
